UCPM Expert, Ukraine

Introduction

The Swedish Civil Defence and Resilience Agency recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.

The Swedish Civil Defence and Resilience Agency is now looking for a Union Civil Protection Mechanism (UCPM) Expert with the aim to support the implementation of the action plan that has been agreed with relevant partner organisations. Duration for the mission is 12 months and corresponds to 50% of a full-time position over time (negotiable), but employment takes place of blocks of full-time engagement and periods without any engagement. The starting date is based on agreement with the project managers, but preferably from mid-August 2026.

The Swedish Civil Defence and Resilience Agency has actively supported multilateral partners with expertise, capacity development and materials. In August 2024, the Swedish Civil Defence and Resilience Agency launched the project “Strengthening Ukraine’s resilience -Mine Action and Rescue Services” (MARS), funded by Sida, with the timeframe 2024-2027. The project has two components that have some common ground, but are thematically different and have partnership with different authorities in Ukraine. This recruitment is for component 1) rescue services, which builds on a partnership with the State Emergency Services of Ukraine (SESU).

In addition to the MARS project, this position may also include opportunities to support one or two additional capacity development projects, with project countries such as Armenia and Moldova, potentially reaching a combined employment rate of up to an additional 50%. The total engagement across projects may therefore amount to up to a full-time position. In these potential additional assignments, the expert may contribute to strengthening disaster risk management and civil protection institutions, including support to harmonisation with EU practices and participation in the Union Civil Protection Mechanism. This can include, for example, support to the development of standard operating procedures, inter-institutional coordination, Host Nation Support, and capacity development of response modules. Please note that this is not guaranteed, but may be offered depending on project needs and the candidate’s profile.

• If you are a resident of Sweden and hold a Swedish work permit, some of the work may be done remotely from home, with frequent travels to Ukraine, and other possible project locations.
• If you do not have Swedish residency or a Swedish work permit, the work must be carried out entirely in the respective project countries, including Ukraine.

Employed by the Swedish Civil Defence and Resilience Agency on an international mission you will receive a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Myndigheten för civilt försvar arbetar dagligen med att kompetensförsörja insatser runt om i världen. Vi har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

Myndigheten för civilt försvar söker nu en expert inom EU:s civilskyddsmekanism (UCPM) med syfte att stödja genomförandet av överenskomna handlingsplaner tillsammans med relevanta samarbetsorganisationer. Insatsen är på 12 månader och motsvarar 50% av en heltidstjänst över tid (förhandlingsbart), men arbetet sker i block med heltidsperioder och perioder utan arbete. Startdatum enligt överenskommelse men förslagsvis från mitten av augusti 2026.

Myndigheten för civilt försvar har aktivt stöttat multilaterala parter med expertis, kapacitetsutveckling och material. I augusti 2024 lanserade Myndigheten för civilt försvar projektet ”Strengthening Ukraine’s resilience – Mine Action and Rescue Services” (MARS), finansierat av Sida, med tidsramen 2024-2027. Projektet har två delar som har en viss gemensam grund, men som är tematiskt olika och har partnerskap med olika myndigheter i Ukraina. Denna rekrytering gäller för komponent 1) räddningstjänst, som bygger på ett partnerskap med Ukrainas statliga räddningstjänst (SESU).

Utöver MARS projektet kan tjänsten även komma att omfatta möjligheter att stödja ytterligare ett eller två kapacitetutvecklingsprojekt, i länder som Armenien och Moldavien, med en potentiellt sammanlagd sysselsättningsgrad på upp till ytterligare 50%. Den totala arbetstiden över MARS och övriga projekt skulle därför kunna motsvara en högre sysselsättningsgrad, motsvarande upp till en heltidstjänst. Inom ramen för eventuella tilläggsuppdrag kan arbetet innefatta stöd till att stärka katastrofriskhantering och civilskyddsmyndigheters kapacitet, inklusive harmonisering med EU‑praxis och deltagande i Union Civil Protection Mechanism. Exempel på arbetsuppgifter kan vara utveckling av styrande dokument och rutiner (SOP:er), stöd till samordning mellan myndigheter, värdlandstöd (Host Nation Support) samt kapacitetsutveckling av räddningsresurser och insatsmoduler. Vänligen notera att detta inte är garanterat, utan beror på projektens behov och den sökandes profil.

• Om du är bosatt i Sverige och har ett svenskt arbetstillstånd kan en del av arbetet komma att utföras på distans hemifrån, med frekventa resor till Ukraina, och andra eventuella relevanta projektländer.
• Om du inte har svenskt uppehållstillstånd eller svenskt arbetstillstånd måste arbetet utföras helt och hållet i Ukraina, eller andra relevanta projektländer.

Duties

Expected work assignments are:

• Support the development of SOP’s related to partner’s active participation in UCPM, including Host Nation Support
• Guide the organisation in aligning its operational protocols with EU and international standards, ensuring interoperability with UCPM deployments
• Design and develop training curriculum, lesson plans and sessions on UCPM, Host Nation Support and other relevant areas
• Support the alignment of relevant policies, procedures and guidelines in line with the EU guidelines
• Foster collaboration between the organisation and other relevant agencies to enhance readiness to provide and receive assistance through the UCPM
• Provide continuous mentoring and support to relevant partner organisations’ staff throughout the process
• Develop guidelines and reference materials to institutionalize UCPM knowledge within the organization as needed
• Ensure that cross-cutting perspectives such as gender equality, human rights and environment are integrated into the activities
• Contribute to identifying and communicating relevant learnings from project implementation experience back to the Swedish Civil Defence and Resilience Agency.
• Consolidate documentation and reporting from project activities
• Other work assignments might be discussed as/if required

Qualifications

Experience

• At least 5 years of work experience in the fields of disaster risk management, civil protection or other relevant fields
• Proven experience in civil protection, disaster response, or emergency management within an EU Member State, Participating State, or relevant international organisation
• Demonstrated knowledge of the EU Civil Protection Mechanism (UCPM)
• Experience of planning and facilitating learning activities

Merits:
- Experience from development, certification and deployment of EU modules
- Experience from development of curriculum, lesson plans and training materials
- Experience of capacity development projects
- Direct experience with UCPM activations or Host Nation Support operations, either in a national, regional, or international capacity
- Demonstrated expertise in setting up policies and procedures related to deployment of the response capacities within the UCPM framework and familiarity with relevant legal acts, guidelines and best practices.
- Demonstrated expertise in Host Nation Support, including for example logistics, reception, coordination, and facilitation of incoming assistance during emergencies
- Understanding of integrating of cross-cutting issues, such as gender equality, human rights and environmental perspectives
- Good understanding of the Swedish experience of UCPM membership
- Working experience in Ukraine or the nearby region

Education

University degree in Crisis Management or other related fields. A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.
- Specific courses in organisational development and change management studies is an asset.
- Experience with the UCPM Training Programme is an asset

Languages

Fluency in English is essential, both spoken and written.

Other requirements

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the Swedish Civil Defence and Resilience Agency.

Contractual conditions

Working with the Swedish Civil Defence and Resilience Agency on international operations means that you are temporarily employed by us. We pay a monthly salary of during the mission and you may also receive a salary supplement, if you have experience from working in an international organisation with duties very similar to those of this position. We will also pay an additional expenses allowance during the time you are working in the mission country. We also pay for accommodation of appropriate standard and return travel, plus home leave travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.
