Expert in Public Awareness and Crisis Communication

Introduction

The Swedish Civil Defence and Resilience Agency recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.

The Swedish Civil Defence and Resilience Agency is now looking for expertise in Public Awareness and Crisis Communication for a SIDA-funded* capacity development project to Yerevan, Armenia. Duration for the mission is 16 months with good possibilities for extension. Employment corresponds to approximately 50% of a full-time position over time (negotiable), but takes place of blocks of full-time engagement and periods without any engagement. Expected start in September 2026. The details of this project might be slightly adjusted as this position is pending on Sida approval of an ongoing project application.

The planned project (2026 – 2029) is in collaboration with the Ministry of Internal Affairs in Armenia (MIA) and aims to advance gender-responsive, inclusive and sustainable Disaster Risk Management and divides over three main work packages, which objectives are to:

1) Strengthen capabilities to lead systematic, inclusive, sustainable and learning-oriented communication to enhance public awareness.
2) Strengthen capabilities to lead systematic, inclusive, sustainable and learning-oriented Training and Exercises for Disaster Risk Management.
3) Strengthen capabilities to work with the European Union Civil Protection Mechanism (UCPM) to enhance harmonization with EU practices.

The expert on public awareness and crisis communication will focus on work package 1) "Strengthened capabilities to lead systematic, inclusive, sustainable and learning-oriented communication to enhance public awareness".

The project’s initial four months is expected to review and add detail to the activity plan. Part of the assignment may include working with planning and implementing activities in collaboration with other experts working with the other two work packages.

• If you are a resident of Sweden and hold a Swedish work permit, some of the work will be done remotely from home, with frequent travels to Armenia.
• If you do not have a Swedish residency or a Swedish work permit, the work must be carried out entirely in Armenia.

Employed by the Swedish Civil Defence and Resilience Agency on an international mission you will receive a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

*Please note that this position is pending on Sida approval of the Swedish Civil Defence and Resilience Agency's project application, including the approval of the proposed funding.

Myndigheten för civilt försvar arbetar dagligen med att kompetensförsörja insatser runt om i världen. Vi har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

Myndigheten för civilt försvar söker just nu expertis inom kommunikation till allmänheten om krisberedskap till ett SIDA-finansierat* kapacitetutvecklingsprojekt med stationeringsort i Jerevan, Armenien. Insatsen är på 16 månader med goda möjligheter till förlängning. Tjänsten motsvarar 50% av en heltidstjänst över tid (förhandlingsbart), men arbete sker i block av heltidsperioder och perioder utan arbete. Förväntad start i september 2026. Detaljer kring projektet kan komma att justeras då denna tjänst är beroende av Sidas godkännande av en pågående projektansökan.

Det planerade projektet (2026 – 2029) är i samarbete med ”Ministry of Internal Affairs in Armenia” (MIA) och syftar till att främja genusmedvetenhet, inkluderande och hållbar katastrofriskhantering i Armenien och har tre huvudsakliga arbetspaket, vars mål är att:

1) Stärka förmågan att leda systematiskt, inkluderande, hållbar och lärandeinriktad kommunikation för att öka allmänhetens krisberedskap.
2) Stärka förmågan att leda systematiskt, inkluderande, hållbar och lärandeinriktad utbildning och övning i katastrofriskhantering.
3) Stärka förmågan för att arbeta med EU:s civilskyddsmekanism (UCPM).

Experten inom kommunikation till allmänheten om krisberedskap kommer att fokusera på arbetspaket 1) ”Stärka förmågan att leda systematiskt, inkluderande, hållbar och lärandeinriktad kommunikation för att öka allmänhetens krisberedskap”.

Under projektets första fyra månader ska en detaljerad aktivitetsplan utvecklas för kommande år.

Några av aktiviteterna kan vara nödvändiga att planera och genomföra i samarbete med andra experter som arbetar med de andra två fokusområdena.

• Om du är bosatt i Sverige och har ett svenskt arbetstillstånd kan en del av arbetet komma att utföras på distans hemifrån, med frekventa resor till Armenien, och andra eventuella relevanta projektländer.
• Om du inte har svenskt uppehållstillstånd eller svenskt arbetstillstånd måste arbetet utföras helt och hållet i Armenien.

Duties

The project is looking for expertise in the area public awareness and crisis communication, who will be responsible for leading the planning, implementation, facilitation and evaluation of activities within work package 1) in close collaboration with a Team leader, project management, partner and stakeholders.

Expected work assignments are (to be further detailed):

• Support the partner in the development of an inclusive stakeholder mapping and needs assessment, including a gender equality, inclusion and environmental sustainability audit (light version) assessing capacity and needs focusing on public awareness
• Support the partner in the development and update of a multi-year action plan, based on audit results, for enhanced and cohesive gender responsive, inclusive and environmentally sustainable communication for public awareness
• Support to implementation of organisational structures, including designated roles and responsibilities, established for supporting integration of gender equality, inclusion and environment into communication for public awareness
• Development of tools such as guidelines and templates in support of key stakeholders
• Arrange study-visits/webinars to learn about methods for gender-responsive and inclusive purpose-oriented public awareness and crisis communication to learn from international/EU good practice about methods for gender-responsive and inclusive purpose-oriented public awareness and crisis communication
• Plan, lead and participate in workshops, including ToT elements, for gender responsive, inclusive and environmentally sustainable public awareness approach, developed and conducted with key staff
• Yearly update of activity plan and reporting on progress as well as regular activity reports.

Qualifications

Experience

• Minimum 3 years of working experience in the area of crisis communication and/or public awareness
• Previous experience of work in international projects, preferably in the area of capacity development
• Experience of developing and conducting workshops and trainings
• Experience of report writing and making presentations

Merits:
- Previous experience of working with integrating gender-sensitive, inclusive and environmental sustainability approaches in capacity development and/or crisis communication and public awareness
- Experience of work within the Swedish crisis management system
- Previous experience of work in Armenia or other development context within the region
- Good knowledge of the European Civil Protection Mechanism and/or relevant EU standards and tools
- Experience of exercises and training within the area of disaster risk management

Education

University degree in Crisis Communication, Public Administration, Disaster Risk Reduction, Social Science or other related field. A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.

Languages

Fluency in English is essential, both spoken and written.
Knowledge of Armenian and/ or Russian is considered an asset.

Contractual conditions

Working with the Swedish Civil Defence and Resilience Agency on international operations means that you are temporarily employed by us. We pay a monthly salary during the mission and you may also receive a salary supplement, if you have experience from working in an international organization with duties very similar to those of this position. We will also pay an additional expenses allowance during the time you are working in the mission country. We also pay for accommodation of appropriate standard and return travel during the contract period. You will also receive a benefits package, ranging from access to psychosocial support, counselling from medical coordinators and insurances during the mission.
