UCPM/Forest Fire Rescue Module Expert for Multi-year project in the Republic of Moldova
The Swedish Civil Defence and Resilience Agency (MCF) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies, to prevent and prepare for crisis, conflicts or other disasters. Between 2020-2024, MCF actively supported the Republic of Moldova and its civil protection authority, the General Inspectorate for Emergency Situations (GIES), with expertise and capacity development on a regional basis. Since 2024 the support has continued on a bilateral basis through a sub-component of the project Strengthening Security Sector Governance in Moldova (SSGM 2023-2028). MCF is an implementing partner in the SSGM project, while lead partner is the Geneva Centre for Security Sector Governance (DCAF).
MCF is now looking for a UCPM/Forest Fire Rescue Module Expert to the SSGM project in Moldova. The working period is 5-6 months comprising approximately 30-40 working days, with the possibility of extension. The expert will be working in a team of other experts and work will be conducted both in Sweden (distance work) and in Moldova. Preliminary start in October/November 2026. The position requires residency permit in Sweden.

Myndigheten för civilt försvar söker nu en expert inom UCMP/räddningsmoduler för skogsbrandsbekämpning för stöd till SSGM-projektet i Moldavien. Arbetsperioden är 5–6 månader och omfattar cirka 30–40 arbetsdagar, med möjlighet till förlängning. Arbetet kommer att ske i ett team av flera experter och kommer att genomföras både i Sverige (distansarbete) och i Moldavien. Uppehållstillstånd i Sverige krävs för denna tjänst.

Moldova became a Participating State in the European Union Civil Protection Mechanism (UCPM) in 2023, and supports the mechanism with several rescue modules for international operations, one of which is the rescue module for Forest Fire Fighting with Vehicles (GFFF-V). Through SSGM, MCF supports the capacity development of GFFF-V with focus on alignment with UCPM standards and procedures.
The assignment will comprise, but is not limited, to the following activities:
• Conduct assessment of minimum standards and capacity development needs of GFFF-V module development - roles, staffing, equipment, etc.
• Support GIES in development of Standard Operating Procedures (SOPs) for GFFF-V
• Design and provide training to test new SOPs
• Guide GIES in aligning its operational protocols with EU and international standards, ensuring interoperability with UCPM deployments
• Provide continuous mentoring and support to GIES/GFFF-V staff throughout the process
• Contribute to identifying and communicating relevant learnings from the project back to MCF.
• Consolidate documentation and reporting from project activities
A minimum of 5 years’ experience within relevant area of expertise.
- At least 5 years relevant professional experience in the field of disaster risk management, civil protection and crisis Response, with focus on fire and rescue services, including wildfire response
- A minimum of 3 years relevant operational experience with responsibility of project implementation and fulfilment, including planning and coordination
- Good understanding of modern firefighting technologies and safety equipment
- Good understanding of UCPM standards and procedures
- Demonstrated experience of development and deployment of UCPM rescue modules - Experience of participating in capacity development programmes or similar activities
- Experience of being part of a process developing standard operating procedures
- Experience of planning and facilitating learning activities and trainings
Merits:
- Good understanding of the Swedish crisis management system and its UCPM membership
- Working experience in Moldova or the nearby region
- Working experience from cross-border cooperation within the area of deployment of rescue modules
- University degree in fire safety or civil engineering, civil protection, disaster risk management or another relevant field. A combination of other academic merits with several years of relevant professional experience may be accepted in lieu of a formal university degree.
- Specific courses and trainings in UCPM, organisational development and change management studies are an asset.
- Proficiency written and spoken English is a mandatory requirement.
Knowledge of Swedish is an asset.
