Introduction


The Swedish Civil Defence and Resilience Agency recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.


The Swedish Civil Defence and Resilience Agency is opening our roster for WASH experts interested in working with us on humanitarian operations. When registered on our roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior a mission with us you need to conduct our induction training.

A registration on our roster is initially for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a WASH expert, the mission length normally is 6 months with a few weeks preparation prior to the mission. We highly value the well-being of our staff and whilst on mission you will have access to health and safety support 24 hours a day.

As a Water and Sanitation Expert, you provide specialist expertise in water, sanitation and hygiene (WASH) in international humanitarian contexts. The assignment entails deployment through the Swedish Civil Defense and Resilience Agency, either as seconded personnel to or through one of our UN partners alternatively as part of a deployed team from the agency for our own construction/camp projects/service package to support a UN partner. You will work in complex and remote environments with assessments, analysis, planning, coordination of actors and with trainings and field based quality assurance of interventions and supporting interventions that enhance access to safe water and adequate sanitation for crisis-affected populations, while considering social, environmental and economic sustainability.
You may also need to engage in strategic planning and interactions regarding strengthening of local water systems for the benefit of both refugees and host communities, which may include masterplans for optimization of water schemes, cost efficient operation and management solutions, as well as refugee inclusion modalities.
You will represent the agency in international contexts and contribute to the development and implementation of interventions in cooperation with UN agencies, national and local authorities stakeholders as well as with community groups and private actors. The role requires strong technical as well as strategic skills including ability to combine managerial, strategic, coordination and advocacy with sufficient technical expertise to engage confidently on a broad spectrum of WASH matters.

Myndigheten för civilt försvar arbetar dagligen med att stödja andra aktörer genom olika insatser runt om i världen och även i Sverige. Vi har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

Myndigheten för civilt försvar öppnar nu resursbasen för WASH experter som är intresserade av att delta i internationella insatser inom humanitärt bistånd.
En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser. Som WASH expert är det vanligt att insatserna varar i ca 6 månader och att avresa sker med några veckors förberedelsetid.

Som Water and Sanitation Expert bidrar du med specialistkompetens inom vatten, sanitet och hygien (WASH) i internationella humanitära sammanhang. Uppdraget innebär att du utstationeras genom Myndigheten för civilt försvar, antingen som sekonderad personal till någon av våra FN-partners eller som del av ett utsänt team från myndigheten för att genomföra våra egna bygg- och camp-projekt som stöd till FN-partnern. Du kommer att arbeta i avlägsna och komplexa miljöer med behovsbedömningar och analys, planering, samordning, stöd och kvalitetssäkring av insatser som stärker hållbar (social, miljömässig och ekonomisk) tillgång till säkert vatten och fungerande sanitet för befolkningar som drabbats av kriser.
Du kan även behöva delta i strategisk planering och samverkan för att stärka lokala vattensystem till nytta för både flyktingar och lokalsamhällen. Detta kan innefatta framtagande av strategiska planer för optimering av vattenförsörjningssystem, kostnadseffektiva lösningar för drift och förvaltning samt modeller och metoder för inkludering av flyktingar.
Du företräder myndigheten i internationella sammanhang och bidrar till att utveckla och genomföra insatser i samverkan med FN-organisationer, nationella och lokala myndigheter samt med civilsamhälle och privata aktörer vid behov. Rollen kräver både stark teknisk och strategisk kompetens, inklusive förmågan att kombinera ledarskap, strategiskt arbete, samordning och påverkansarbete med tillräcklig teknisk expertis för att med säkerhet kunna verka inom ett brett spektrum av frågor kopplade till WASH (vatten, sanitet och hygien).

Vi öppnar nu upp resursbasen för 10 WASH-experter.

Duties

As a WASH expert you are expected to:

 Assess the overall WASH situation, including hygiene conditions, environmental health, and technical status of water supply and wastewater systems, and identify priorities for intervention.

 Coordinate WASH responses and interventions and serve as the focal point for WASH-related matters and maintain effective liaison between the UN, governmental, non-governmental, UN counterparts and communities.

 Advise UN staff and management on strategic planning, development, and implementation of WASH programs and sustainable initiatives.

 Guide and advice relevant actors in the field regarding new installations and rehabilitation works of water supply systems and wastewater infrastructure for the sake of quality assurance, efficiency optimization and sustainability.

 Coordinate and oversee field based delivery of WASH services to beneficiaries, ensuring timely, efficient, and sustainable service provision over time.

 Develop and implement quality assurance, monitoring, and supervision tools for WASH rehabilitation and infrastructure upgrades.

 Monitor project progress, overview and advice on technical approaches and implementation methodologies, undertake field controls, inspections and recommend corrective actions and improved technical solutions where necessary.

 Assess the capacity of implementing partners, design and provide technical support, trainings and capacity-building activities as needed.

 Promote the development of hygienic, functional, resilient, and environmentally sustainable water and sanitation solutions.

 Contribute to strengthening institutional capacity, governance structures, and resource management systems for the long-term control, operation, and development of water supply and wastewater services benefitting refugees and host communities.

 Contribute to Environmental Risk Screening and Environmental Impact Assessments.

Qualifications

Experience

It is required that you have:
-A minium of five years of experience within WASH assistance in humanitarian context.
-At least one year of international professional experience working with key actors in the UN system.

- Demonstrated experience from working with water and sanitation provision in humanitarian contexts including water system upgrades, extensions and optimization.
- Demonstrated experience of supervising contractors with installations, repairs and sustainable maintainance and operation routines.
- Demonstrated experience from strategic water management planning, design and implementation of WASH interventions, including water supply systems, sanitation, and hygiene promotion.
- Demonstrated experience in WASH assessments, coordination, capacity building or trainings of local authorities, private actors and communities.


Experience considered an asset:
- Experience in WASH system strengthening, water governance planning for water services with low operating costs, cost-recovery mechanisms, local ownership and alternative business models.
- Experience in planning, designing and guiding transition from humanitarian-led services to utility- or community managed services.
- Experience from work with inclusion of communities focused on sustainability, safety, and long-term operation and maintenance of water utilities.
- Experience in alternative energy solutions for WASH, such as solar-powered water supply systems.

In order for your experience to be considered relevant, you should have worked in a similar role recently, with the same or very similar tasks/responsibilities.

Education

A Bachelor´s degree in Water Resource engineering, Civil Engineering, Environmental engineering, Public Health engineering, Hydrogeology, Sanitation Engineering, Environmental health or other related fields.



Languages

Fluency in English is essential, both spoken and written.
Knowledge of French, Arabic, or any other official UN languages is an asset.

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the Swedish Civil Defence and Resilience Agency.

Before registration on our roster, you need to fill in a self-assessed health declaration. If you are recruited for an international mission, a medical examination must be carried out and the results must be approved by us prior to employment. The Swedish Civil Defence and Resilience Agency roster contains a variety of professions and competences. A registration on our roster is initially for three years. Working with us on international operations means that you are temporary employees. We pay salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from us 24/7 during your mission.
